For over five years, David has led transit infrastructure communications for major projects, including Trillium Guideway Partners and Mobilinx. He oversees dedicated communications teams, ensuring the fulfillment of Project Agreement requirements for communications and public engagement.

Stephanie Bell is a communications strategist with 25 years of experience in corporate communications, community consultation, and stakeholder engagement.
For over five years, Stephanie has specialized in transit infrastructure communications, overseeing and executing Project Agreement requirements for communications and public engagement. She excels in assembling high-performing teams, streamlining onboarding, and delivering key communications and public engagement strategies. She is a valued member of the Trillium Guideway Partners, Connect 6ix, and Mobilinx teams.
Stephanie has a strong track record of collaborating with construction partners to develop strategic communications plans for bids, including detailed budget development. Her expertise extends to working with organizations such as Canada Infrastructure Bank, CreateTO, and Toronto Community Housing Corporation.
Stephanie is also committed to Indigenous engagement, having advised organizations such as APTN, Indspire, Mikinakoos, and Curve Lake First Nation.
Sherline Joe is a corporate communications expert with over 15 years of experience in public engagement, stakeholder relations, and brand management. She employs a community-first approach to engagement that involves understanding the demographic profile of the community and their needs. She leads community canvasses, public consultation meetings, residential advertising campaigns and business sustainment initiatives with a strong pulse on public sentiment.
Since 2019, she worked with Mobilinx and is a valued member of the Trillium Guideway Partners team.
Rawle Agard is a communications and stakeholder relations leader with over 15 years of experience in public transit and capital infrastructure. He specializes in developing and implementing community outreach initiatives and is a skilled public affairs professional.
Rawle currently leads communication and public engagement efforts for Mobilinx, the constructor of the $4.6-billion Hazel McCallion LRT. Previously, he managed strategic communications for Metrolinx’s $13.5-billion GO Expansion program. His experience includes stakeholder briefings, public consultations, and community partnership initiatives that enhance public buy-in for major infrastructure projects.
Ayub Khan is a communications and public engagement professional with over 20 years of experience. He serves as the Communications and Public Engagement Manager for Mobilinx, leading public engagement for the Hazel McCallion LRT. His responsibilities include stakeholder engagement, issues management, and public communications. He also oversees large-scale community surveys and canvasses to assess transit construction impacts.
Ayub has previously worked with elected officials at the provincial and municipal levels, supporting community development initiatives, including the creation of a Business Improvement Association in Mississauga.
Hayden Narine is a Senior Community Liaison for Trillium Guideway Partners, specializing in social media content, photography, and video production. With over 15 years in journalism and media production, Hayden leverages his expertise to enhance public awareness and outreach.
Previously Hayden worked for five years as a Community Liaison for Mobilinx, working with stakeholders along the alignment, managing issues and communicating construction impacts to the community and local businesses.
Jody Robinson is a community relations specialist focused on transit infrastructure projects. As a Community Liaison for Trillium Guideway Partners, he supports public engagement efforts. Previously, Jody worked with Toronto Community Housing Corporation (TCHC) providing strategic support for operations and tenants on issues and policies that enhanced community well-being and safety. Jody worked closely with community organizations, stakeholders, and tenants to support educational initiatives and outreach to neighborhoods in central and east Toronto.
A strong advocate for community engagement, Jody also worked with Metrolinx supporting the Regional Express Rail infrastructure project for GO Transit. As a Strategic Communication specialist, Jody was responsible for communication strategies, tactics and materials to support major infrastructure projects such as the Lakeshore East Rail Expansion and Guildwood station.
Azim Ahmed is a strategic communications and stakeholder engagement professional with over a decade of experience. He is a Community Liaison for Mobilinx, the constructor of the Hazel McCallion LRT, supporting the team with community and stakeholder outreach and issues management.
Previously, Azim led community engagement initiatives for the Yonge North Subway Extension project. Prior to this, he played key roles in the development of the GO Expansion project.
Azim is passionate about relationship-building, and has throughout his career worked closely in creating long-lasting partnerships with community groups. A former journalist, he gets excited when crafting messages for a wide variety of audiences. He also is deeply interested in government relations and working with government partners to advance important causes for the community.
Eric Kular is a creative producer with expertise in visual storytelling. Eric develops photo and video assets for major transit projects. His background in project management and professional communications enables him to effectively collaborate with stakeholders on storytelling initiatives that impact the community.
In addition to his photo and video expertise, Eric is certified as a drone pilot, having obtained his advanced operations certificate from Transport Canada. With over five years of experience operating drones in urban environments, he has used his skills as a pilot and creative to capture and showcase large-scale construction developments from unique perspectives, helping to convey the scale and enormity of these projects properly.
Victoria Belton is a strategic communications specialist with expertise in Indigenous and public sector communications. She has worked with transit infrastructure clients to enhance public awareness and stakeholder engagement. Her work includes developing social media content to create a narrative for large infrastructure projects as they are being constructed.
In addition, Victoria has a passion for working with Indigenous organizations to help them raise awareness for various initiatives. She has worked with many different organizations including Pape Salter Teillet (working with Listuguj Mi'gmaq Government, Moose Cree First Nation, and Na-Cho Nyäk Dun First Nation), Curve Lake First Nation, Chippewas of the Thames First Nation, Mikinakoos Children's Fund, Métis Nation of Alberta and Métis Nation of Ontario.
Mariam Nouser is a Communications Consultant for Mobilinx, specializing in transit infrastructure engagement. She has revamped Mobilinx's LinkedIn strategy and streamlined public engagement processes. With a background in journalism and engineering, she combines technical expertise with strategic communication.
Shotaro Moore is a Communications Coordinator for Mobilinx, supporting public engagement for the Hazel McCallion LRT. Shotaro has been tasked with managing a variety of relationships throughout the Region of Peel. During his time with the team, he has worked on event planning, community outreach and social media pieces to inform the public of the progress and upcoming impacts from the work. With a background in journalism, he brings a media-savvy approach to infrastructure communications.
Alexandra Connor is a Communications Coordinator specializing in infrastructure and transportation. She plays a key role in supporting community relations for the Hazel McCallion LRT. With a background in public relations and political science, Alexandra supports public engagement efforts and delivers strategic communications solutions for transit projects.

Abigail is tasked with supporting the communications team on event planning, community outreach and social media content development to inform the community of the progress and upcoming impacts from the work.
